The user you are promoting must have discord, although the already should.
The user must not have safe-chat and be 13+.
You must be or higher.
They must get picked to be promoted in a shift etc.
You MUST ask them to resign as head office before promoting them.
If they want to resign as their position in Head Office, you may then rank them.
